Job Description

York Central School has a vacancy for School Business Administrator [School Business (SBO), School District Business Leader  (SBDL) or Civil Service School Business Manager  (SBM)]

 

General Statement of Duties:       

Job responsibilities are diverse, including direct involvement and/or oversight within the following areas: fiscal management, personnel administration, cash management, student transportation, accounting, purchasing, operations/management, facilities/maintenance, and food service.

  1. Preparation of financial and statistical reports for the Superintendent, Board of Education, and various State or Federal authorities.
  2. Initiate and monitor the overall fiscal management of the District.
  3. Compile and prepare the annual school budget.
  4. Supervise expenditures within the limits of the detailed budget. 
  5. Supervise all accounting, bookkeeping, payroll, cost analysis functions, extra class accounts, and debt schedule information. 
  6. Report on and carry out recommendations for official audits.
  7. Supervise operations of the Business Office and the following departments: Buildings and Grounds, Transportation, Nutritional Services, Building Security, and Information Technology
  8. Supervise the work of the District Tax Collector and Treasurer.
  9. Perform the duties of the Purchasing Agent in compliance with established Board policy.
  10. Set up Certificates of Deposit and transfer funds between accounts when necessary.
  11. Work with the Special Education office on Medicaid claims and expenses related to educational programs.
  12. Prepare specifications and bid forms; advertise and receive same.
  13. Monitor and maintain the District's insurance program and update coverage as necessary.
  14. Compile and maintain an inventory of all school property.
  15. Monitor and update Civil Service reports and forms.  Provide payroll and employee benefits information to employees.
  16. Maintain and update salary schedules for all employees.
  17. Provide financial data and other information during negotiations.
  18. Keep abreast of new state laws, commissioner’s regulations, and GASB pronouncements.
  19. Submit monthly, quarterly, and annual reports in connection with state and federal requirements pertaining to finances, taxes, and personnel.
  20. Act as Records Management Officer, AHERA/LEA Designee, Chemical Hygiene Officer, School Pesticide Representative, and Reviewing/Verification Official for Child Nutrition Programs.
  21. Monitor Title IX requirements in conjunction with the Superintendent. 
  22. Any other duties as assigned by the Superintendent

 

Terms of Employment:

Confidential management employee.

Twelve-month work year.  Salary and benefits as negotiated by the Superintendent and Board of Education.

Generally, an eight-hour day with times to be established by the Superintendent with the knowledge that the work day may vary due to the work load and needs of the Superintendent and the District.

Job Qualifications

Qualifications:

Possess or be eligible for New York State certification as a School Business Administrator (SBA) or School District Business Leader (SDBL) or Civil Service School Business Manager I (SBM).  Experience with school business operations in a smaller district is highly desirable.  In addition, strong oral and written communication skills are critical.
